DAVID PHILLIPS-Candidate for NCNARFE SECRETARY

I am pleased to announce that I am a candidate for the NCNARFE Federation Secretary.

I filled the unexpired term of the prior North Carolina Federation Secretary from November 2015 – April 2016.  I was appointed by Federation President Ron Buffaloe and approved by the Executive Board.  I was then elected to three terms as Federation Secretary in 2016, 2017, 2018 and am now seeking a fourth term in 2020.

I am currently serving as the President of the Salisbury Chapter 0720 of NC NARFE as well as functioning as the acting secretary of that chapter.

During my terms as NC NARFE Federation Secretary, I have assisted with a variety of projects such as working on the Planning Committee for the NC NARFE Conventions and now Annual Meetings, assisting with the review and updating of the NC NARFE Policy and Procedure Manual and other duties as assigned. I am also the secretary for the 4th Branch which is working to expand the coverage of the Bailey Settlement for retirees.

I have had years of experience taking minutes with different organizations for which I has been actively involved in.  I have served as Church Council Secretary in 1977 at a Lutheran congregation in Angola, NY, and as Church Council Secretary at St. James Lutheran Church in Fayetteville, NC from 2004 – 2006.  I have also served as President of the Congregation Church Council at St. James in 1996 and 1997.  Beginning in 2012, I have served as the minute taker for the annual assembly of the North Carolina Synod of the Evangelical Lutheran Church in America.  I am currently serving my 3rd year of a 3-year term on the Congregation Church Council at St. John’s Lutheran Church, Salisbury. I was elected Church Council Secretary.
